On Tuesday, the New York State Meeting introduced a test of $3.8 million to the Hispanic Heritage Council of Western New York, bringing the capital marketing campaign midway to its $10 million aim.
Casimiro Rodriguez, together with the Hispanic Heritage Council of Western New York, has been main the venture since conversations began again in 2013.
